This is Oenothera speciosa, aka Mexican Evening Primrose, "Siskiyou" that free seeds in my gravel paths throughout the south garden. This year it is everywhere thanks to plentiful spring rain!
It can look a bit "weedy" but if you give it a little water in the summer it just keeps on blooming until frost. It will set lots of seed, of course, for next year, much like California poppies. Plant nurseries sell it as a rock garden or groundcover plant. A very cheerful addition to the gravel paths!
